I restarted into Safe Mode again and discovered the Radeon had been re-enabled. They were just as frustrated as I was when dealing with the whole situation. Now delete the Intel drivers from your computer using 'uninstall a program' in the computer control panel. Yeah, doing the BIOS isn't too bad, just make sure to read and follow instructions on it. The bios detects the card and Windows saged knew the card since it was trying to install the driver specifically for it.

At this point, I'm a bit disappointed and a loss for how to further troubleshoot it. In reply to bails's post on January 1, I got the same BSOD again and here is where everything went bad.
This behavior was repeated on a few boot attempts. It looks like with last night's patch, everything is working now without having to put Steam on power saving.
